"It's just not worth the risk, and that's why our officers don't mess around with that particular offense."
Because the Fourth of July weekend is often the busiest time of year on Tennessee waterways, TWRA boating officers began holding something called "Operation Dry Water" three years ago to prepare people for the hectic holiday water conditions.

They seem to be getting their message across.
After making 27 BUI arrests during Operation Dry Water in 2010, TWRA officers made just 11 arrests for BUI during this year's Operation Dry Water, May 28-29.
